Franco-British cross-border cooperation

"United in diversity" : The European Union's motto aptly sums up this EU project: that of a composite space where, despite the diversity and at times the distance between member states, territories and citizens are nevertheless united by a feeling of genuine cohesion.
Working towards this goal, the EU Cohesion Policy subsidises projects able to meet the three objectives that guide its actions:
Improving growth conditions in the least developed European regions, in order to federate growth levels: hence, the "convergence" objective,
Helping other regions to prepare for and promote economic changes and increase the number and quality of jobs: hence, the "regional competitiveness and employment" objective,
Exploiting the potential of borders between member states to serve as bridges for exchange supporting the harmonious development of neighbouring territories: hence the "European territorial cooperation" objective.
As evidence of the priority granted to this endeavour towards cohesion: since 2007 and for the first time ever, almost half of the European budget has been allocated to this policy.
Hitherto known by the sole name of INTERREG, the European territorial cooperation objective is the only one to involve cooperation between several States or cross-border regions. It is deployed at three levels, i.e. on three possible partnership scales between European neighbours:
Level A supports cross-border cooperation,
i.e. between border areas of two member states
Level B supports transnational cooperation,
i.e. between several member states
Level C supports interregional cooperation,
i.e. between all member states.
