Micro-projects procedure

A specific procedure is used to select micro-projects.
It is based on the following principles:
Procedure limited to small private structures : associations, and SMEs
Total project cost : 60 000 € maximum
Bid amount : 75% of total amount of project expenditure,
with a maximum set at 45 000 €
No deadline by which to apply
Period of time between the submission of a complete application and the decision of
the Steering Committee: 8 weeks maximum, that is to say:
6-week appraisal, starting from the day the application is considered complete
(administrative appraisal)
2-week consultation of the Steering Committee
A procedure limited to private entities : volontary organisations and charities and SMEs
Micro-projects are designed either for partners with a restricted financial capacity, or for projects to prepare for future activities on a larger scale. Their objective is to encourage local projects by involving to a greater extent the smaller structures of the private or volunteer sector. Projects are not eligible when they are driven by government departments, local authorities and multi-township agencies, public and private universities and research and development centres, companies with more than 250 staff.
The definition of an SME is that of the EU (see Recommendation of May 6th, 03 n°3002/361/ EC OJ L124 of May 20th, 03) :
The enterprise must not be owned at 25% or more by one company or several inter-connected companies
The number of staff must definitely be under 250.
The annual turnover must definitely be below 50 millions €, or the P&Ltotal is under 43 millions €
No deadline by which to apply
Micro-projects can be submitted anytime, with no set deadline for filing. However, filing of a pre-project fact sheet must be done at least one month prior to actual filing of the application form. Help to enter the application into the PRESAGE system is available by applying with the JTS.
A micro-project application shall contain :
the bid request form signed by the lead partner,
the signed partnership contract,
all of the associated documents required and listed in the application form.
Fast-track appraisal
To help small entities to launch into a project quickly, the maximum time for appraisal of a micro-project will be 6 weeks from the time it is filed to the time it is processed by the Steering Committee, providing the file contains all required documents at the time of filing.
Written approval procedure used by Steering Committee
Also in order to speed up processing times and to smooth out the administrative loop of the file, the micro project will be submitted after appraisal to a written consultation procedure used by the Steering Committee, which allows not having to wait for the next meeting of the Steering Committee for a decision to be made concerning the bid. The consultation will last 2 weeks, starting when the Single Appraisal Report is sent out to the members of the Steering Committee.
